GKSZ or GIP Zone? What You Can Build on Your Industrial Plot

When buying or renting industrial property, one of the most critical—and often misunderstood—questions is zoning classification. It makes a significant difference whether the chosen plot is classified as GKSZ (economic area, commercial-service) or GIP (economic area, industrial): there are major differences between the two regarding what can be built, the maximum building size, and the permitted business activities.

What is zoning classification and why does it matter?

In Hungary, every buildable plot has a zoning classification determined by the local government's Local Building Regulations (HÉSZ) and the accompanying regulatory plan. The zoning classification dictates what type of buildings can be placed on a site, the maximum allowable building coverage, and the permitted building height.

Based on the OTrT (National Spatial Plan) and local regulations, the vast majority of industrial and logistics plots fall into two categories:

  • GKSZ – Economic area, commercial-service
  • GIP – Economic area, industrial

GKSZ zone: commerce and services

The GKSZ zone is primarily designed for economic activities that have a close relationship with the general public, retail, and services. This may include shopping centers, hotels, office buildings, car dealerships, and logistics bases with smaller operational support.

GIP zone: the home of industry

The GIP zone is an area specifically designated for industrial activity. Manufacturing plants, large-scale logistics halls, processing facilities, and energy infrastructure—all these are located in GIP zones. This classification generally allows for greater freedom regarding construction parameters as well.

Typical parameters (for informational purposes, depends on HÉSZ):

How to check the classification of your plot?

You do not need to turn to a lawyer or authority for the first step; you can check the following yourself:

  1. Local Building Regulations (HÉSZ): Available on the given municipality's website or the National Legislation Database (njt.hu). The HÉSZ contains the zoning requirements and the regulatory plan.
  2. TAK – Territorial Authority Opinion: For larger investments, you can request an official opinion from the regional government office regarding the usability of the plot.
  3. e-Construction Diary and OTÉK: The National Settlement Planning and Building Requirements (OTÉK) record the national minimum requirements, which the HÉSZ can make stricter, but never more lenient.
  4. Municipal Chief Architect: Personal consultation can be requested, especially if the interpretation of the zoning classification is in question.

Rezoning: possible, but not simple

If the chosen plot is in a GKSZ zone but you wish to carry out industrial activities there, the possibility of zoning reclassification arises. This must be initiated with the municipality as part of an amendment to the HÉSZ. The procedure is:

  • Time-consuming: it can take 1–3 years
  • Not guaranteed: it falls under the discretionary power of the municipality
  • Expensive: impact studies, design, administrative procedures
  • Prerequisite: usually requires an assessment of neighboring plots and infrastructure

Therefore, it is always recommended to check the zoning classification before starting industrial development and, if possible, choose a plot that already complies with the planned function.
